The organisation that monitors paramilitary activity in Northern Ireland says it has no evidence linking the death of Paul Quinn to the IRA leadership.
The 21-year-old Co Armagh man received fatal injuries when he was beaten by a gang in a Co Monaghan shed last October.
He had been lured over the border from his Cullyhanna home and beaten by up to 12 men.
At public meetings, allegations have been made about Provisional IRA involvement in the murder.
In a report issued today, the Independent Monitoring Commission states that it is not attributing the killing to the IRA.
It says a number of people involved in the killing had been associated with the IRA at a local level, including members of the organisation.
It also says the killing was carried out by local people and arose from local disputes.
It notes that senior Sinn Féin members have condemned the killing and called for co-operation with the police.
Six months after his death there has been no evidence or confession to allow gardaí make arrests or charges.

Simply disgraceful that as of yet, there's been no movement on this poor chaps murder.

There's been no movement it seems that people are more concerned with labeling the IRA with this murder anyway, because they need someone to blame and can kill two birds with one stone.

Actually with the situation the way it is they can literally get away with murder. No one can touch them for fear of harming the peace process. And to get anyone to say anything against the provo's is close unto impossible. The way they are talked aout today one would be lead to believe they were a tribe peace loving missionries all of this past 30 years. Every provie who was ever caught was innocent, ever cop whoever caught one was bent, and every one of them who was killed while on a mission was only going a message for his mother. But today they don't need to make these stupid statement themselves, they just have to sit back and wait for the government body to do it for them.

Oh the plot thickens, as this goverment body ducks and dives, and tries to find a way out for SF. It seems, "it were IRA members wot done it gov, but it weren't sanctioned, ya know what I mean like"( nudge nudge). Smells baddly of Enniskillen. The fact that he was lured across the border says a lot about this action. Time was when they would just have went round to his house and beat the crap out of him in front of the wife and kids. But the leadership probably said "you can't do this here in the north, the peace process ffs".

I'd be inclined to believe (without any proof, so it's opinion) that there were PIRA members involved, but that this couldn't be classed as a PIRA murder. It's still murder, and it should of been investigated like any other murder case. All the rest is just semantics.
