Because the tourist hospitals pay for themselves and the normal hospitals are from the state, and Cuba does not have a lot of money. Money money money, why doesnt it have much money?
Put it this way there have been outbreaks of things like cockroaches and bad hygene in British hospitals in some parts of England, whereas the private clinics have the best hygene possible, one is paid for by the state and the other isnt. Now, we know the the NHS is half decent (even though we complain about it constantly, its better than other countries' state health), but there is always an arguement for more. More this, more that.
