There arent many places in Belfast you can put a stadium, if you look at the two stadiums in Manchester, Eastlands was built on waste-ground and theres no development around the area (yet) and the Swamp is out in an industrial estate. Keeping in mind GAA and Rugby are in on this too can you picture a bunch of lads going to a GAA match and having to walk though somewhere like Sandy row? Or a bunch of rugger buggers going through Divis..
I've heard about ormeau park being the future ground, problem with that is its a pain in the arse to get too if you don't know the way and Belfasts public transport is beyond a joke. With the Maze you would have to have direct links to and from the stadium but you wont get that with Ormeau park, Belfast city council would rather spend its cash on enforcing smoking laws and harrassing people smoking outside that dare to stub it out on the ground. Priorities of the city council are up their arse.
